This Time Again Dev Team releases the new PwnageTool 3.1.4 only for mac Users, this will help all the iphone users to Jailbreak Firmware 3.1.2. There is no Windows version of PwnageTool it is a Mac OS X tool only, and they are not developing a Windows version of PwnageTool.
